US, Japan troops to hold drill amid China tensions

Japan and the United States will hold a biennial joint military exercise in Japan in November in a move likely to further anger China amid heightened tensions between the two Asian giants over disputed islets in the East China Sea.

About 37,400 military personnel from Japan will join some 10,000 U.S. troops in the November 5-16 drill, an official at Japan's Self-Defense Forces said.

China's Defence Ministry spokesman Yang Yujun said last week China was "paying close attention to the relevant moves by the Japanese", when asked about a joint military exercise between the United States and Japan.

Yang also accused Japan of "manufacturing tensions in the region".

In recent weeks, both Japan and China have sent patrol ships to waters near the uninhabited islands, called Senkaku in Japan and Diaoyu in China, raising concerns that an unintended collision could develop into a larger clash.

Officials from Japan and China held talks earlier this month in Shanghai to discuss the dispute.

Chinese ships have been frequenting waters near the islands, also claimed by Taiwan, since Japan's government nationalized them last month, a decision that sparked violent demonstrations across China.

Japanese air force officials, meanwhile, say there has also been a spike recently in Chinese air operations resulting in emergency "scrambles" by Japanese fighter jets to keep them from entering Japan's airspace.

According to statistics released by the Defense Ministry, fighters were dispatched 54 times between July and September in response to possible incursions of Japanese airspace by Chinese warplanes. That was up sharply from the three previous months, before the tensions heightened, when there were 15 such scrambles.

A ministry official said virtually all of the incidents were in airspace over the East China Sea.

Both countries have been flexing their military muscles to bolster their claims to the islands, which are strategically located and surrounded by rich fishing grounds, along with potentially lucrative reserves of undersea natural resources.

Newly Opened Space Shuttle Endeavour Exhibit Thrills California Crowds

LOS ANGELES, Calif. ? Amidst much fanfare, the new museum display featuring retired space shuttle Endeavour opened to the media and invited guests here on Wednesday (Oct. 30).

Groups of children from museum-partnered elementary schools were in attendance alongside reporters and invited guests at the new Samuel Oschin Space Shuttle Endeavour Display Pavilion at Los Angeles' California Science Center.

The opening ceremonies were befitting of the orbiter's return to Southern California, where it was built back in the 1980s.

Temporary housing

The orbiter is being temporarily housed in a metal hangar building connected to the main California Science Center museum. A new, much larger building will be completed nearby within a few years, and will feature the shuttle in vertical configuration, complete with solid rocket boosters and an external tank mock-up. This will make Endeavour the only retired shuttle to be displayed in "launch mode."

Endeavour's sibling shuttle orbiters, Discovery and Atlantis, will spend their retirement at the Smithsonian National Air and Space Museum outside Washington, D.C., and the Kennedy Space Center Visitors Center in Florida, respectively, while the prototype shuttle Enterprise is on display at New York City's Intrepid Sea, Air and Space Museum.

Endeavour's opening ceremony began Wednesday with Bill Nye, former TV host and current CEO of The Planetary Society, introducing featured speakers.

After opening remarks, the Grammy Award-winning singer James Ingram delivered a stirring rendition of "I Believe I Can Fly." The assembled crowd joined in for the final refrains. Ingram later commented that he was very proud to be associated with this grand opening, and how glad he was to have such an icon of the space age in Los Angeles.

"It gives me hope that one day regular folks like us can go into space and come back transformed," he said.

Speaking out against naysayers

Among the featured speakers were California Governor Jerry Brown, who pointed out that Endeavour had been built just a few miles away at (then) Rockwell International, and had been a boon to the California economy. He challenged the "many naysayers who ask why did we spend billions on the shuttle and $2.5 billion on Curiosity?"

"Why? Because human beings are about exploration, are about experimentation," he said.

Los Angeles mayor Antonio Villaraigosa also took the podium to comment on what Endeavour means to Los Angeles and the future of science and technology education. When the mayor addressed the children present, asking who wanted to be an astronaut, most of the adults in the room joined the kids to raise their hands with great enthusiasm.

Nichelle Nichols of "Star Trek" television fame was also present, as was June Lockhart from "Lost in Space." Both were warmly welcomed by the crowd, with Nichols acknowledging her introduction with a famous Vulcan gesture and a hearty "Live long and prosper."

After the speeches and a vibrant dance number choreographed by dancer and actress Debbie Allen (to the quirky theme of "Men In Black"), the schoolchildren, who had shown masterful restraint, were free to wander the exhibit and marvel at the machine above them. Antonio Rosales, a fourth grader at the Science Center's resident magnet elementary school, could barely take his eyes off the orbiter. ?"It's so big!" he exclaimed. "I like science, and my school is really cool because we get to do science. And now we have this," he gestured to the orbiter, "And that's really, really cool."

Sophie Juarez, a second grade student, proudly announced that she knew the number of flights that Endeavour had made. "Twenty-five!" she beamed. "It went to space 25 times." She then looked shyly at her friends surrounding her, and whispered, "I want to be an astronaut when I grow up and go to the moon!"

David Dickenson of Los Angeles stood nearby with his young son. "I wanted him to see the shuttle and remember this moment," he said. The boy, Matthew, pulled his father toward the nearby shuttle main engine display. ?"He's only five, so it may be a bit soon. But I think he'll remember it. I sure will," Disckenson said.

The main engine exhibit, video kiosks and a Spacelab unit round out the exhibits inside the hangar.

A public welcome

A few hundred feet away inside the adjoining museum, well over a thousand people stood in line awaiting the public opening at 11 a.m. PDT. Clarisse Washington was typical of the crowd: "I just had to come," she said. "The shuttle is such a part of us, of L.A., you know? I just can't wait to get inside!"

Behind her stood Ralph and Linda Johnson. "We came from the Bay Area to see this opening," Ralph remarked. "It's not everyday that a shuttle arrives in California, and now that we are retired, it's time to do the things that count."

Outside a balmy sun warmed further crowds gathering around the building hoping for a chance to see the newly arrived orbiter. Hawkers sold American flags and "Endeavour Mission 26" buttons. It was a festive picture and the crowds were all smiles as they prepared to enter the exhibit.

Bruce Wexler of Westminster, Calif., summed it up best. "Look at these people! It's just so thrilling to see all these people come out to see the shuttle," he said. "It's great to see the interest in space, and I think this exhibit will be good for getting kids interested in science again."

Former UFC fighter Shamar Bailey injured fighting a fire

Shamar Bailey was a part of the thirteenth season of "The Ultimate Fighter," fought twice in the Octagon, and also fought for Strikeforce and Bellator. While he's still fighting, he also works as a firefighter in Indianapolis and was injured Monday when working on a fire that was the work of an arsonist.

Bailey talked about the fire to Bloody Elbow, and said his injuries were routine.

We had a big fire yesterday involving a three story house. It flashed over on us while we were cutting holes in the roof. While we were cutting the holes, there was an explosion. The fire and smoke heated up to a release point and exploded in our faces. Fortunately, we had our masks on, but I did get some exposure in my chest area and on my wrists, and that's where I'm burnt. We went ahead with business and put the fire out, and I actually didn't realize until afterwards that I had been burned.

The house was considered a total loss, and the Indianapolis Fire Department is investigating the arson. Bailey has a fight scheduled against Gideon Ray in December, and doesn't think the second-degree burns he sustained will keep him from fighting.

Bailey isn't the only fighter who moonlights as a firefighter. Retired UFC fighter Chris Lytle worked as a firefighter in Indianapolis throughout his long MMA career, and Eddie Wineland works as a firefighter, as well.

Aleppans stretched to limit in war for Syrian city

ALEPPO, Syria (AP) ? The rumble of engines in the sky immediately set the Aleppo neighborhood below on edge. Men peeked from shops anxiously at the Syrian warplane circling slowly overhead. Housewives emerged on balconies to gauge whether they were about to be hit. But the kids hanging out on the street were unfazed. One kept dribbling his basketball.

Finally, the jet struck. Engines revving louder, it dove and unleashed a burst of heavy machine-gunfire into a nearby part of the city. It soared back up under a hail of rebel anti-aircraft fire, then swooped back down for a second strafing run.

The women on the balconies broke into tears, fearing for the children in the street. But the boys just pointed at the jet, shouting "God is great" in challenge. "God send you to hell, Bashar," one boy yelled as the jet flew away.

With death lurking around every corner, the survival instincts of Aleppo's population are being stretched to the limit every day as the battle between Syria's rebels and the regime of President Bashar Assad for the country's largest city stretches through its fourth destructive month. Residents in the rebel-held neighborhoods suffering the war's brunt tell tales of lives filled with fear over the war in their streets, along with an ingenuity and resilience in trying to keep their shattered families going.

And while residents of the rebel-held areas express their hatred of Assad's regime and their dream of seeing him go, they also voice their worries over the rebels and the destruction that their offensive has brought to their city. Graffiti on the shutter of a closed store declares the population's sense of resignation: "God, you are all we've got."

Since the rebels launched their assault in July to drive government forces from Aleppo, the two sides have fought to a stalemate. Each holds about half the city of 3 million people and neither is able to deal the other a decisive blow. While government-held areas have seen some fighting from occasional rebel forays, the opposition districts are hit daily by artillery, mortars, sniper fire and airstrikes. Hundreds of civilians have been randomly killed by shells or mortars while waiting in bread lines, shopping for food or in their homes.

Rebels drive the dusty streets at breakneck speed, ferrying the wounded to a field hospital. Thoroughfares packed with cars one moment abruptly empty out? a sign that up ahead a sniper is active.

Men methodically scavenge in the city's heaps of garbage, many of which smolder from unsuccessful attempts to completely burn them. Entire city blocks are eerily deserted, the mounds of debris from the apartment buildings a testimony to bombardments that drove residents to flee. Grim-faced families piling up belongings onto a pickup truck or a taxi to ferry them to a new home and a new life away from danger are a common sight.

Signs around the city advertise basements for rent, where many families crowd for relative safety.

Bab el-Sheaar Square, located near one of the city's many front lines, shows the destruction to the once vibrant life that distinguished Aleppo, Syria's capital of commerce.

Oblivious to the rattle of machine-gun fire and the whistle of mortar rounds landing only 100 or 200 meters away, a 12-year-old boy bicycled across the square, heading home from a visit to his cousins just as the shelling picked up. "I am not afraid," the boy, Younis, declared. "I only fear God."

Another boy, 14-year-old Ahmed, pushed his cart selling sahlab, a hot, milky drink with nuts. With few people in the square, he wasn't finding many customers.

"I want to live, that's it," he said. "I have younger siblings and they need to eat too." He and other residents refused to give their last names or asked that names not be used for fear of retaliation from the regime.

The owner of a household goods store near the square was looking to salvage his business.

"I am renting a new store in an area under government control," he declared as he cleaned his shelves of blenders, juice makers and water boilers that an employee loaded onto a car. "No one likes to see this destruction, but no one wants the regime to stay either."

Corrugated-iron store shutters litter the square, blasted off in the fighting. Electrical cables dangle from damaged buildings. Air conditioners hang off their hinges, waiting to take a fatal plunge to the street below. Bullet-riddled shop signs paint a picture of what was once available: "Al-Zein frozen goods. All types of Arabic ice cream" and "Al-Moayed's cheeses and milk. Natural flavors, perfect quality and nutritional value."

A poster torn to the ground advertises South Korean mobile phones that come in pink and sky blue, proclaiming, "Add a spark to your life. Your first love."

Standing in the relative safety beneath the large overpass running through the square, a group of men discussed the war's impact on their city, from the frequent and lengthy power and water cuts to the steep rise in the price of basic goods like bread, fuel and sugar.

As the men denounced Assad's regime, 46-year-old agricultural engineer Abdul-Jalil, listened quietly. Then he followed an AP reporter into a side street.

"If you have time, I want to tell you my version of what is going on," he said in a conspiratorial tone.

"I don't support the regime, but I am crying rivers of blood for my country," he began. He described what he called the unruliness of the rebels. The fighters damage people's homes by knocking down walls to make passages they can move through without exposing themselves to snipers. They steal electrical cables and furniture.

He said rebels had forced him from his home to use as a base ? and that they had done the same to others. He now lives elsewhere with his in-laws.

One of his sons is an army soldier based in Damascus, and Ali had to spend a small fortune by the family's standards ? 3,500 liras, or about $50 at black market rates ? to fly him home to Aleppo to see his family, he said. Coming by road would have risked being abducted or worse at rebel checkpoints.

"I have not had a single day of work since July," he lamented. His family lives off the debts he collects from farmers he supplied with irrigation pipes on credit.

"What we have now is destruction and theft. Maybe, it is divine punishment for not observing the teachings of our faith," said Abdul-Jalil, a Muslim.

Amid the carnage, there are refreshing signs of cheer.

In his salon, barber Bashar Khatab chatted happily with his customers and joked as he negotiated the price with a mother who brought her two small boys for a haircut. "You come now and you wait a few minutes for your turn," he joked to one client. "Before all this started, your wait could be two hours."

When the man in his chair asked for his hair to be washed, Khatab led him to an outside sink used by the neighboring grocer because the water was out in his salon.

"You will never forget this haircut," he told the man with a laugh. "Where else in the world can you get a haircut and then have your hair washed in a grocer's sink?"

With his ginger red hair fashionably spiked up and wearing trendy jeans and a T-shirt, the 35-year-old father of three daughters even claimed to find the thud of artillery shells and the crackle of gunfire soothing.

"They help me go to sleep at night. Even my girls now are not bothered. They used to be scared. Not anymore."

Others find comfort in unusual places. Ali, a father of two boys aged 4 and 18 months, draws his happiness from his birds.

The 33-year-old Ali has moved with his family to a basement after an airstrike in July partially damaged his small apartment. He can no longer commute to the factory where he worked because of the fighting. So he is on the sidewalk near Bab el-Shearr trying to sell his 14 canaries.

Passers-by ridicule him for trying to sell birds when most of them are struggling to make ends meet. But Ali, in a tracksuit and plastic flip-flops, is not discouraged. Birds have been a hobby since childhood and he seems as happy talking about them as selling them. He boasts his canaries give passing children something pleasant to look at and he answers their questions about the birds' original habitat, mating habits and food preferences.

"They ask me hundred questions and then they leave without buying, of course," he says without a hint of bitterness. "It's like a free lecture on birds."

"That bird in a cage by himself is a promising male," he explains enthusiastically. "He is alone to eat a lot and grow stronger. When he is ready, I will introduce a female to his cage so they can marry and start a family."

His last sale was a week ago.

So, how does he survive? Ali balks at saying the truth directly? that he lives off the charity of relatives and friends.

"Do you want me to beg on the streets? Let us just say that kind people don't forget me or my family," he said, sighing as his eyes welled up.

Unproven Chinese Medicine Killing Manta Rays

Demand for body parts -- driven by the alternative medicine and traditional Chinese medicine industries -- have severely threatened giant manta rays, whose populations have declined globally by about one-third in recent years.

The problem has become so concerning to marine biologists and conservationists that the Australian government recently enacted a law protecting the giant ray as a migratory species and making it a crime to capture, kill, or move the animals from Australian waters.

ANALYSIS: Could Viagra Help Save Tigers?

While overfishing the world's oceans has been a concern for years, the decline in manta rays has little to do with demand for their meat. According to an article in the Sydney Morning Herald,

An investigation last year found the main driver of the manta ray's decline is rapidly increasing demand from Chinese and other markets for gill rakers -- thin filaments that rays use to filter food from water -- to be dried and boiled as medicines. The group's report found gill rakers were fetching on average $251 a kilogram in Guangzhou in southern China, where 99 percent of the world's product is sold. Targeted fishing of rays occurs predominantly in India, Sri Lanka, Indonesia, Peru and China. The report says local traders are spruiking gill rakers as a way to boost the immune system, while others claim it can treat ailments like chickenpox and even cancer.

The threat is made worse by several factors, including the giant manta ray's slow reproductive cycle and by China's strong economy (more people are now able to afford these pricey body parts).

And it's not just manta rays; many other animals face similar threats around the world. In Africa, several species of rhinos have been driven to near-extinction because of demand for their horns, which are ground up and used in traditional Chinese medicine, claimed to do anything from act as an aphrodisiac to cure cancer. Tigers have also been slaughtered by the thousands, their bones and claws used in dubious alternative medical treatments.

The real tragedy is that these animals are being killed for myths and lies. If manta ray gill rakers, white rhino horns, tiger bones, bear claws and other body parts could actually cure cancer and other diseases, scientists would be studying them to isolate the active ingredients -- without further endangering wild animals.

But they don't work; these animals, and many others, are being driven toward extinction not because of some special, magical properties of their bodies, but because of human ignorance and superstition.

Cain Velasquez Motivated To Take Title Back From Junior Dos Santos At UFC 155 Former UFC heavyweight champion Cain Velasquez has suffered just one career loss. That defeat, however, cost him the UFC title, as Junior dos Santos stopped him in the first round last year. Now, after a victory over Antonio Silva, Velasquez will get his chance to avenge that defeat when he meets "Cigano" at UFC 155: Dos Santos vs. Velasquez II in December.

The card will be the annual year-end event put on by the UFC, and takes place from the MGM Grand Garden Arena in Las Vegas.

"Cain is on a mission to get the belt back," UFC president Dana White said. "He wants to prove that he's still the best heavyweight in the world. But Junior is one of the hardest-hitting fighters ever and he proved that by knocking out Cain and Frank Mir in back-to-back fights. This is the perfect fight to end 2012."

Dos Santos did stop Mir, a former champion, earlier this year on the same card as the Velasquez-Silva bout. Velasquez won the belt from Brock Lesnar, and was making his first title defense when he ran into the Brazilian.

The winner of dos Santos-Velasquez will likely be paired up with former Strikeforce heavyweight champion Alistair Overeem in early 2013 - barring any serious injuries by the victor. Overeem will have his suspension lifted just a few days prior to the match in December.

Investors Sell Kuwait Stocks as Thousands Protest - Business News ...

More than one hundred people were wounded after a large protest against changes in the electoral law in Kuwait escalated late on Sunday. Security forces moved in to disperse the crowd, estimated to have been in the tens of thousands, using tear gas and stun grenades.

?Political wrangling has led to a real paralysis, and major needed reform projects cannot go through?, Philippe Dauba-Pantanacce, senior economist for the Middle East, North Africa and Turkey at Standard Chartered, told CNBC.

Investors sold heavily in Sunday trade, resulting in a three percent decline in Kuwait's stock market and the biggest one-day price drop since July 2009. The index edged down 0.2 percent on Monday.

?Sentiment in the stock market is set to remain muted, until there is some common ground for both sides to come to an agreement, although Kuwait seems to have been going around in the same circle for some time," Angus Blair, founder of the Signet Institute, a Cairo-based think tank told CNBC.

Kuwait, home to one of the most liberal political systems among Gulf monarchies, has muddled through a prolonged period of political stagnation that took another twist after the Emir, Sheikh Sabah Al-Ahmad Al-Sabah dissolved parliament earlier this month. The opposition described the latest changes in the electoral law, which essentially allows voters only one candidate per given district, as a ?constitutional coup? by the government. A vote for the law has been slated for December 1.

In a speech on Friday, the country?s ruler warned about "strife that could be about to erupt and destroy our unity, disfigure our identity and tear apart our society into fragmented groups".

A U.S. Congressional Report in June stated that disputes ?have taken the form of infighting between oppositionists in the elected National Assembly and the ruling Al-Sabah family, primarily over the political and economic dominance of the Al-Sabah."

Kuwait is important both strategically and for the oil markets, which depend on its supplies. Out of a population of 2.8 million, locals constitute the minority in the state that holds the sixth largest oil reserves in the world, and produced 2.9 million barrels per day (bpd) in September according to OPEC. Local consumption is limited, allowing for exports of 2.1 million bpd in August, a report by the Joint Organizations Data Initiative (JODI) shows.

The clashes and subsequent arrests are a serious development when considering that thus far, the country has been able to escape the violent wave of political liberalization that accompanied the Arab Spring. It now raises renewed concerns about whether the strategy of big government handouts can equate to prolonged political stability among Gulf oil powers and historically important U.S. allies.

?The very large demonstration yesterday is the clearest sign yet that the political status quo will have to evolve or face further challenges," Blair explained.

Kuwait piled more on its spending bill in the beginning of the year through additional support measures for newly-married couples to the tune of $21,000 and interest-free loans. The higher wages plus giveaways have left behind a bloated budget.?

?While the public finances can surely absorb this, it does create a ratchet effect as it becomes almost impossible to backtrack on this sort of structural, recurrent spending,? Dauba-Pantanacce added.

The expenditures seemingly reached a tipping point when the country?s former central bank governor resigned in February after serving one of the longest tenures for a man in his position. He left by stating the ?unprecedented? rise in outflows jeopardized the institution?s mandate.

With a $47 billion surplus in the last fiscal year, there?s arguably plenty of money to go around. But the debilitating political atmosphere has also hit foreign investor appetite in the OPEC-member state. Dauba-Pantanacce is convinced that although it may be affordable for the moment, the risks are growing rapidly.

?The direct effect is increased vulnerability toward oil prices and a constant rise in the oil fiscal breakeven point?.

And then there are the little under-the-hood things, like native USB?3.0 support."

1. Review Your Credit Report

As a first step, take time to review your credit report and ensure that all information being reported is accurate. Each of the three credit bureaus is required by law to provide you with one free copy of your credit report each year. You can most easily obtain a copy of your credit report by contacting the three credit bureaus directly. If you notice any inaccuracies, you will need to work with the credit bureau and with the particular financial institution that is reporting incorrect information to remove the false information from your report. Removing incorrect information can result in an increase in your credit scores, but it can take several weeks or even months to see a rise in credit scores.

2. Get a Co-Signor

You may consider asking a family member to co-sign on a new credit card with you. If you have bad credit because of serious financial irresponsibility, you may be hard-pressed to find someone who is willing to co-sign on an account with you. However, if your credit scores are lower because you have fallen on hard times after the loss of a job or some other issue, a family member may be willing to co-sign on an account to help you out.

3. Consider a Secured Credit Card Account

Many banks and financial institutions are more lenient with regards to extending credit when you are pledging some type of collateral in exchange. Some will accept items of value such as a car that you own free and clear as collateral. Others may require you to make a cash deposit in the amount of your credit limit with them.

4. Look for Mail Offers

If you are like most people, you receive numerous credit card offers in the mail that proclaim that you are pre-approved under a special credit offer. These pre-approval statements often come with contingencies and exceptions, so not everyone who applies will be approved for a new account. However, these accounts are generally more lenient with regards to credit rating than others may be.

5. Talk to Your Bank

A final step that you may consider taking is to talk to the bank that you normally work with. This may be the bank that holds your checking account, savings account or both. Your bank has access to your financial records that shows your income history, your spending and saving habits and other relevant financial data. In many cases, a bank that you have an established relationship with may be more willing to approve you for a credit card when other banks will not.

Keep in mind that your credit rating may decrease each time you apply for a new account. With this in mind, if your credit scores are already fairly low, it is important to carefully consider the options available to you and to select the best method for getting a credit card with bad credit. Avoid applying for every offer that you stumble upon. I

t may be helpful to contact a representative from the credit company or bank and discuss your credit situation with them in detail before applying. The company representative may be aware of a minimum credit rating requirement that is not published online, and this can provide you with insight to help you judge whether you should apply for a specific account or not.

Hospital: At least 23 killed in Nigeria violence

POTISKUM, Nigeria (AP) ? Hospital records in a northeast Nigeria city show at least 23 people were killed in recent violence by the radical Islamist sect Boko Haram.

An Associated Press reporter saw the records Saturday at Potiskum General Hospital in Yobe state, where attacks have been going on since Thursday. The reporter also saw some of the dead still being held in the hospital's mortuary.

The death toll could be higher as Muslims in Nigeria's north bury their dead quickly, sometimes without notifying authorities.

The violence in Potiskum continued Saturday, as witnesses said gunmen raided the Potiskum home of a former Nigeria Customs Service official and killed him and his son.

Boko Haram is waging an increasingly bloody guerrilla fight against Nigeria's weak central government. More soldiers arrived in the city Saturday afternoon.
