Immigration overhaul possible by first half of 2013: Obama

WASHINGTON (Reuters) - President Barack Obama rejected Republican complaints about his proposals for overhauling the U.S. immigration system on Wednesday and said he believes it is possible to get a deal done certainly by the end of the year if not in the first half.

Obama gave an interview to a pair of Spanish-language U.S. television networks, to promote his proposals for giving 11 million illegal immigrants a pathway to U.S. citizenship after an influential bipartisan Gang of Eight senators offered its own plan.

"I?m hopeful that this can get done, and I don?t think that it should take many, many months. I think this is something we should be able to get done certainly this year and I?d like to see if we could get it done sooner, in the first half of the year if possible," Obama told Telemundo.

If Congress delays, he said, "I've got a bill drafted, we've got language" ready to offer Capitol Hill.

Obama offered his own principles on immigration in Las Vegas on Tuesday. He pushed for a pathway to citizenship for illegal immigrants that is faster than the one the Senate group proposed.

Rather than emphasize border security first as the senators want, he would let undocumented immigrants go ahead and get on a path to citizenship, if they first undergo national security and criminal background checks, pay penalties, learn English and get behind those foreigners seeking to immigrate legally.

Asked by the Univision network about Republican criticism of his proposals, particularly from a Hispanic senator, Marco Rubio, Obama argued his administration has already done much work on securing the U.S. border with Mexico.

"Look, we put border security ahead of a pathway to citizenship. We have done more on border security in the last four years than we have done in the previous 20," Obama said. "We've actually done almost everything that Republicans asked to be done several years ago as a precondition to move forward on comprehensive immigration reform."

Republicans have complained Obama's more lenient path to citizenship is more liberal than they want to go. Obama offered to meet publicly or privately with Rubio and other senators to try to move the process forward.

The border security issue may be the toughest the two sides will have to overcome to reach the type of comprehensive overhaul that Washington has talked for years but been unable to execute.

Congress is now grappling with two major issues - immigration and Obama's efforts to tighten gun regulations. The president told Univision he believes Congress can handle both at the same time.

Royal couple surprises London Tube passengers

Commuters in London may have thought they had boarded the wrong train today when they saw who was sitting with them.

Traveling on the tube, London's subway, were none other than Prince Charles, the man next in line to the British throne, and his wife, Camilla, Duchess of Cornwall.

Charles and Camilla are usually driven around London privately, though Charles's son, Prince William, and his wife, Kate Middleton, have vowed to be more accessible, even doing their own grocery shopping.

The Prince of Wales and his wife only rode the train for a one-stop photo op to celebrate the London Underground's 150th anniversary.

Charles, 64, and Camilla, 65, spent a grand total of three minutes on the train, traveling on the Metropolitan line from Farringdon station to King's Cross, according to the UK's Telegraph. The trip was, according to British media, the first time the royals had traveled on the tube together and the first time Charles had been on the train since the 1970s, when he made another ceremonial appearance.

"Just one stop!" Charles said as they arrived at King's Cross, the UK's Guardian reported.

Despite their lack of experience, the pair managed to figure out how to swipe their "Oyster" fare cards in the turnstile to gain entrance, although they did have help in the form of a pre-loaded commemorative card.

Also helping Prince Charles and Camilla was a police escort keeping everyday passengers at bay, ensuring the royals each got a seat on the train for their short commute.

Lone Star College shooting victim, family talks about injuries

HOUSTON -- We?re hearing from one of the victims who was shot last week on the Lone Star College campus. Jody Neal was shot six times. He?s being treated in the intensive care unit at Ben Tab Hospital for his critical injuries.

?I would like to thank everybody praying for me. I appreciate your kind thoughts,? said Neal.

Those words were recorded in his hospital room and played by family members on Wednesday.

Authorities say Trey Foster shot Neal after the two bumped into each other and then argued on campus.

?Jody was shot twice in the stomach, twice in the arm, once in the main artery of his leg, and they found one just recently in his back,? said Sharon Mayo, Neal?s aunt. ?He just had surgery yesterday for that.?

Relatives say a portion of his intestines had to be removed and he could still lose a leg.

Neal claims police treated him more like a suspect than a victim after they saw his tattoos. He denies being associated with any gangs, saying he is trying to get his GED and aspires to be a tattoo artist and graphic designer.

LOS ANGELES (AP) ? Now it's time to say goodbye to "Epic Mickey."

The interactive division of the Walt Disney Co. announced Tuesday that it is closing Junction Point Studios, its Austin, Texas-based developer that created 2010's "Disney Epic Mickey" and its 2012 sequel "Epic Mickey 2: The Power of Two."

Disney said the closure is part of its "effort to address the fast-evolving gaming platforms and marketplace" and to align its resources with its key priorities.

"We're extremely grateful to Warren Spector and the Junction Point team for their creative contributions to Disney with 'Disney Epic Mickey' and 'Disney Epic Mickey 2,'" the studio said in a statement.

Disney acquired Junction Point in 2007. The studio was led by "Deus Ex" and "Thief" creator Warren Spector.

Both "Epic Mickey" games were set in a twisted version of Disneyland called Wasteland and featured Mickey Mouse and Oswald the Lucky Rabbit as protagonists.

"I said to myself as Junction Point embarked on the 'Epic Mickey' journey that, worst case, we'd be 'a footnote in Disney history,'" Spector posted Monday on Facebook. "Looking back on it, I think we did far better than that. With Mickey Mouse as our hero, we introduced a mainstream audience to some cool 'core game' concepts ? and, most especially, we restored Oswald the Lucky Rabbit to a place of prominence."

The first "Epic Mickey," which was released only for the Nintendo Wii, was the sixth best-selling game the month it was released in 2010. "Epic Mickey 2," which was available for the Wii, as well as the Sony PlayStation 3 and Microsoft's Xbox 360, didn't crack the top 10 when it was released last November, according to gaming industry tracker NPD Group.

Disney unveiled plans earlier this month for a new franchise combining a toy line and a game called "Disney Infinity," similar to "Skylanders" from Activision-Blizzard Inc. "Infinity" is being developed by Disney's Salt Lake City, Utah-based developer Avalanche Software and is set to debut in June alongside "Monsters University," the 3-D prequel to the 2001 Disney-Pixar film "Monsters Inc."

Could Scottish, Catalan independence votes reshape Europe?

BARCELONA, Spain (Reuters) - The separatist flag of Catalonia - with its yellow and red stripes, blue triangle and white star - was a rare sight on the streets of Barcelona a decade ago. Now, it is almost ubiquitous.

Two thousand km to the north in Scotland, the blue-and-white saltire has always been popular. But that flag too increasingly symbolizes something new, that after more than 400 years within the United Kingdom Scotland may be on the verge of demanding a divorce.

For all the focus on the risk of the euro zone falling apart, some suspect this decade may be better remembered as the time when two of Europe's most permanent states began to break apart.

Pro-independence parties in Scotland and Catalonia are preparing for referendums next year that they hope could see their regions secede for good - which some analysts suspect might encourage others in Europe to follow suit.

There are considerable differences between the two regions. Scotland has always been referred to as a separate "country" within the United Kingdom, while Catalonia's claims to self rule are rooted in the history of the Middle Ages.

Prime Minister David Cameron's government has agreed to co-operate with the autumn 2014 Scottish referendum, though it is campaigning vigorously against any split.

In contrast, Madrid has declared it will fight a Catalan referendum on constitutional grounds. The separatist parties that run the region are keen to push ahead anyway and match Scotland with a 2014 vote.

Some suspect the two campaigns will feed off each other in the months to come. Each cause is marshalling a similar range of emotional, practical and cold-blooded economic arguments as well as trading off widespread frustration with those in power in the traditional national capital.

Alfred Bosch, leader of the Republican Left, or ERC, bloc in Spanish parliament that has long lobbied for independence, said separatist politicians in Spain do keep an eye on what's happening in Scotland.

In both countries "there are the underlying emotional arguments for independence, then there are the more rational economic ones. What we are seeing is that they are coming together."

Polls vary, but at least one survey has suggested more than half of Catalonian voters would vote for a separate state if given the chance. That compares to figures of just over a third in Scotland - although those on both sides of the argument in that country say it is entirely possible numbers could change between now and the final vote.

Pro-independence activists in both countries are quick to stress they see themselves as part of a wider trend. The number of countries of the world has almost trebled since 1945 as African and Asian states broke free of colonial masters and with the fall of the Soviet Union creating a plethora of new nations across Eastern Europe and Central Asia.

In Brussels, Scottish and Catalan parties are already forging something of an alliance with Belgian Flemish parties.

"The global trend has been moving in this direction for some time," Fiona Hyslop, cabinet secretary for external affairs for the pro-independence Scottish government, told Reuters recently.

"Many countries which were not independent 20 years ago have gained their independence and are now full members of the European Union."

ECONOMIC CRISIS, ALIENATION

The modern contours of both Britain and Spain were drawn in the 15th and 16th centuries just as they began hundreds of years of imperial expansion that brought wealth and power.

Neither nation embarked on the kind of deliberate centrally coordinated efforts to build a national identity seen in newer nations such as Germany and Italy under Bismarck and Garibaldi respectively - or in France under Napoleon.

What may be giving fuel to the cause of separatism now is a growing sense of frustration and alienation from the powers-that-be in London, Madrid and many other capitals. The economic crisis, it seems, has made that even more pronounced.

"Whatever happens, these movements are going to have an impact. You're going to get more calls for devolution," said David Lea, Western Europe analyst at Control Risks.

"Part of it is obviously the crisis, but there are other factors as well: the rise of social media, much broader unhappiness with the status quo."

In Edinburgh, the rise of the Scottish National Party - now a majority government in the parliament - is seen more a result of their perceived administrative competence and a lack of enthusiasm for London-based parties than widespread pro-independence sentiment. The SNP hopes that is already changing as the referendum nears.

In Catalonia, one of the richest areas of Spain, there is widespread anger over what many see as too much money passing to the rest of the country. The Catalan independence movement has also proved increasingly effective at tapping into the wider sense of anger at government and big business produced by still-deepening economic woes.

"For me, it's something sentimental I got from my father," salesman Miquel Blas, 35, says of his attachment to the idea of Catalan independence. "But the real support for independence has come with the crisis."

Another Barcelona resident, real estate agent Maria Caralt, 40, says intertwining the two issues is unhealthy, however.

"People talk about independence and they talk about the crisis and they all get mixed together," she says. "But I still think independence is a good idea. It would be better and easier to manage a small country."

Not one of those who spoke to Reuters on the streets of Barcelona were enthusiastic about maintaining a unified state. Those who planned to vote against independence cited their cynicism about politicians in general and said they doubted that leaders of a separatist Catalonia would run it any better.

THE WORLD IS WATCHING

In London and Madrid, mainstream political parties opposed to independence are already beginning to work together to fight the pro-independence campaigns, though some analysts believe a coordinated effort could end up inflaming Catalan and Scottish opinion, instead.

The debate is being watched well beyond Europe. Far-flung states such as Russia and China with restive minority populations are concerned that the breakup of a major European state could fuel separatist feeling at home.

British and Scottish officials say they have already received queries from their U.S. counterparts on the issue and say Washington is noticeably lukewarm about the prospect that two key NATO allies might be about to radically change.

Fiona Hill, a former official at the U.S. National Intelligence Council and now head of the Europe program at the Brookings Institution in Washington DC., says London and Madrid don't seem to realize how important this is seen to be beyond their borders.

"We are talking about two of the oldest states in Europe," Hill said. "I had a senior Balkan official ask me if it was the end of the multi-ethnic state."

If the unexpected happens and Scotland and Catalonia do vote for independence, no-one knows what it would mean in practice.

While those pushing for independence in both say they would want to remain within the European Union, most experts believe the new countries would have to apply for membership, which Madrid and London might be tempted to block, perhaps cutting them off at least temporarily from employment in the EU.

It is also unclear how an independent Scotland could continue to use sterling or Catalonia the euro, although in principle there would be no way for Britain or Spain to stop them. National debt and natural resources, from water rights to Scotland's share of North Sea oil, would all have to be negotiated.

If Catalonia votes for independence but Madrid attempts to block it from splitting off, long-simmering resentment on a host of issues could spill out into violence on the streets.

So far, however, the biggest lesson from these independence movements appears to be a positive one: they have been relatively effective while remaining peaceful, compared to more violent separatists such as the IRA in Northern Ireland or ETA in Spain's Basque country.

"If that was the first lesson of this decade of the 21st century, I think that would be a beautiful thing," says Catalan separatist politician Bosch.

Chris Brown reportedly in punch-up over parking

Police said they had not yet been in contact with Chris Brown.

Grammy-winning singer Chris Brown is being investigated following an alleged fight over a parking space in West Hollywood, police said early Monday.

Authorities responded to a call of a fight involving six males in Santa Monica Boulevard, the LA County Sheriff's Department said in a statement.

"Deputies talked to witnesses who stated that Chris Brown and the victim were involved in an altercation over a parking space," the statement added. "The altercation allegedly led to Chris Brown punching the victim."

Brown had already left when officers arrived, police said.

Police said they had not yet been in contact with Brown. No arrests have been made.

'Dangerous precedent': Dead man faces trial in Russia

MOSCOW -- Russia is preparing to put lawyer Sergei Magnitsky on trial, even though he died in 2009, in the latest twist in a case that has become a byword for Russian corruption and has severely strained U.S.-Russian relations.

The posthumous trial has already provoked outrage among rights groups who see the whistle-blower's case as indicative of the rampant judicial abuse, skyrocketing graft and blurred boundaries?between the state and organized crime that have plagued Russia under President Vladimir Putin.

"The trial of a deceased person and the forcible involvement of his relatives is a dangerous precedent that would open a whole new chapter in Russia's worsening human rights record," Amnesty International said in a statement last week.

Prosecutors accuse Magnitsky and his former client, London-based investor William Browder, of a $230 million tax fraud carried out through subsidiaries of Browder's company, Hermitage Capital Management.

Magnitsky claimed in 2008 that the fraud was committed by an organized crime group who colluded with the corrupt Interior Ministry to register themselves as the owners of three Hermitage subsidiaries and then claim a $230 million tax rebate. He was arrested shortly after by the same officials and accused of stealing the money himself.

Abused in prison
A year later, the 37-year-old Magnitsky died in jail of pancreatitis, after what supporters claim was a systematic torture campaign. A report by Russia's presidential human rights council found in July 2011 that Magnitsky had been repeatedly beaten and deliberately denied medical treatment.

"If they have the same investigators and judges try the case, then what are they going to say ? 'we're guilty and we should be punished?' It's obvious what's going to happen," Magnitsky's mother, Nataliya Magnitskaya, told The Associated Press last week.

Russia's top court ruled shortly after Magnitsky's death that posthumous trials were allowed, with the intention of allowing relatives to clear their loved ones' names. Though neither Magnitsky's relatives nor Browder say they asked for charges to be refiled, prosecutors reopened his case just days after the ruling.

A Moscow court on Monday set preliminary hearings in the case for Feb. 18. Browder is being tried in absentia; he has not been to Russia since he was banned from entering the country in 2005.

Evidence collected by Browder on a website, Russian Untouchables, indicates that the officials accused by Magnitsky became substantially wealthier after the tax rebate, spending vastly in excess of their meager official salaries on international travel, luxury cars, and prime real estate in Dubai.

Officials in Switzerland, Cyprus, Latvia, Lithuania and Estonia are attempting to trace portions of the $230 million rebate to banks in those countries.

Last December, tensions between the U.S. and Russia flared when Congress passed a law named after Magnitsky sanctioning officials Browder accuses of involvement in the fraud.

Asia stocks up slightly on strong US earnings

BANGKOK (AP) ? Asian stock markets posted slight gains Monday after strong U.S. earnings pushed Wall Street indexes to multi-year highs, though Japan's Nikkei dipped amid profit-taking.

The U.S. is due to report durable goods and pending home sales for December later in the day, but the numbers would have to sharply disappoint to dampen enthusiasm for stocks, analysts said.

"The heavy slate of US data releases this week will keep markets busy but overall we see little to dent the positive tone to risk assets over coming sessions," Mitul Kotecha of Credit Agricole CIB in Hong Kong wrote in a market commentary.

The Nikkei in Tokyo opened higher but then slipped 0.8 percent to 10,840.11 as investors cashed in shares following strong gains. Hong Kong's Hang Seng rose 0.5 percent to 23,691.42. Benchmarks in mainland China, Singapore, Taiwan and the Philippines also rose.

South Korea's Kospi fell 0.3 percent to 1,940.44, dragged down by Samsung Electronics, the world's No. 1 smartphone maker, which plunged 3 percent after Friday saying the strong won would hurt earnings this year. Steelmaker POSCO lost 3.4 percent.

Australian markets were closed for a public holiday.

On Friday, the Standard and Poor's 500 index closed above 1,500 for the first time in more than five years after good earnings reports from Starbucks and Procter & Gamble, the world's largest consumer products maker.

"Wall Street performed pretty well, that has helped overall sentiment this morning," said Jackson Wong, vice president of Tanrich Securities in Hong Kong. Banking stocks did well on the back of a European Central Bank statement Friday that banks in the region were expected to pay back emergency loans faster than previously expected, increasing confidence that Europe's debt crisis is easing.

Hong Kong-listed Bank of China Ltd. rose 1.1 percent. South Korea's Shinhan Financial Group gained 4 percent. Japan's Nomura Holdings added 1 percent.

The S&P 500 index rose 0.5 percent to 1,502.96. The index had not closed above 1,500 since December 2007, the start of the worst economic downturn since the 1930s.

The Dow Jones industrial average rose 0.5 percent to close at 13,895.98. The Nasdaq composite rose 0.6 percent to 3,149.71.The Dow is now just 268 points below its record high of 14,165, reached on Oct. 9, 2007, two months before the Great Recession began.

Benchmark oil for March delivery was up 16 cents to $96.04 per barrel in electronic trading on the New York Mercantile Exchange. The contract fell 7 cents to close at $95.88 in trading on the Nymex. It ended the week with a gain of 32 cents.

In currencies, the euro slipped to $1.3463 from $1.3467 late Friday in New York. The dollar rose to 91.02 from 90.98 yen. The euro rose to an 11-month high against the dollar Friday after the ECB announcement.

China December industrial profits up 17.3 percent on year

BEIJING (Reuters) - Profits earned by China's industrial companies rose 17.3 percent in December from a year earlier to 895.2 billion yuan ($143.91 billion), moderating from November's 22.8 percent increase, China's National Bureau of Statistics said on Sunday.

Industrial profits totaled 5.56 trillion yuan in 2012, up 5.3 percent from a year earlier, the bureau said in a statement published on its website, www.stats.gov.cn

West continues to drift into Democrats' column

DENVER (AP) ? A political generation ago, the West signaled the nation's rightward swing ? from the emergence of Ronald Reagan to the success of tax-limitation ballot measures in California and Colorado. But now the fabled expanse of jagged peaks, arid deserts and emerald coastlines is trending in a different direction.

From Washington state ? where voters in November legalized marijuana and upheld the legality of gay marriage ? to New Mexico, once a hotly contested swing state that Republicans ceded to Democrats in the presidential campaign, the West has become largely Democratic terrain.

There are, as always, exceptions. Lightly populated Idaho and Wyoming remain strongly Republican, as does Utah. And Democrats are struggling in Arizona, where a bruising immigration debate has given Republicans a lock on statewide offices but may provide Democrats an opening by firming up their support among the state's growing Hispanic population. Still, the overall trend is clear, according to analysts on all sides of the political spectrum.

"It's just a different world," said Bill Carrick, a veteran Democratic strategist in Los Angeles who has worked widely in the region. "Nevada became the next California and now Arizona looks like it will become the next Nevada. ... It's just pushing the West further and further from Republicans."

The shift is due to a combination of factors: the fusion of the region's libertarian spirit with both an influx of transplants from more liberal states seeking a better quality of life, and a growing immigrant population alienated by increasingly hardline Republican immigration proposals.

"Look at the migration patterns," said Sig Rogich, a Republican consultant in Las Vegas who worked on Reagan's presidential campaigns. "You're seeing the aftermath of a new generation of young men and women whose parents moved westward."

Politics is different in the region. Western states generally have weak political parties, part of the legacy of their political maturation during the progressive era at the start of the 20th century. Most local elections are nonpartisan affairs and voters often have the right to unilaterally set policy via ballot initiative. Western voters have long cherished nonpartisan independence, even when they voted a relatively straight party ticket.

"The West is the most American part of America," said Dave Kopel of the Independence Institute, a libertarian think tank in Denver. "It is a place where you have much more respect for individual choice and you have more ability to be who you want to be."

During the 1980s and 1990s, that libertarian streak fed a series of Republican victories as voters approved tax-limitation initiatives, protested federal environmental regulations and kept statehouses firmly in the GOP's hands. But nowadays it means something else, Carrick said.

"The libertarian thing is no longer about property rights or gun rights," he said. "It's now about letting people live their lives as they choose."

Ironically, Republicans' success may have contributed to that shift. The party managed to enshrine staunch anti-tax measures in several states' constitutions through ballot initiatives, making it very difficult to raise taxes in California, Colorado and Washington state. As a result, Democrats can't easily raise revenue ? but they also can't be attacked for doing so, said Ron Dotzauer, a Seattle-based Democratic strategist. "They can't be defined as the pro-tax group because they can't tax," he said.

There are prominent Republicans who demonstrate that the party can still win the region. Brian Sandoval in Nevada and Susana Martinez in New Mexico are popular Republican governors, but their relatively moderate stances often put them at odds with the national party. Both, for example, just agreed to the Medicaid expansion under President Barack Obama's health care plan, something that is anathema to many conservative Republicans.

"People appreciate a leader who takes more pragmatic approaches," said Nicole McCleskey, a New Mexico-based GOP pollster who advises Martinez. She argued that Democrats' success in the region is overstated and noted that, outside of California, Republicans in 2012 only lost one Western congressional seat. As an example of how Republicans can succeed, she cited New Mexico, where the party picked up seats in the state Legislature despite the Obama wave.

But McCleskey acknowledged that New Mexico Republicans were helped by the national GOP basically giving up on the presidential race in the state. GOP presidential nominee Mitt Romney did not contest the state, minimizing the damage of a divisive presidential campaign.

"We were able to localize a lot of these races and build on the change that has taken place with a strong Republican governor," she said. "Republicans fought on state issues and the Democrats tried to fight on national issues."

Jill Hanauer is a Democratic strategist who engineered her party's takeover of the Colorado state Legislature in 2004. She agrees with McCleskey that the West cannot be considered a Democratic lock.

"The reason Democrats or progressives are winning is that Republicans got fat and happy," said Hanauer, who is now president of Project New America, a political data and strategy company in Denver. "The worst thing that can happen for Democrats is to take it for granted."

In 2002, Ruy Teixeira, a Washington, D.C.-based Democratic strategist, co-wrote "The Emerging Democratic Majority," which predicted that demographic and social trends would turn parts of the country that were deep red, like the interior Mountain West, into Democratic-leaning states. The book was published shortly after Republicans took back the U.S. Senate in the 2002 midterm elections and was received skeptically.

Last year, Teixeira and a bevy of other researchers published a new book on the Mountain West as America's new swing region. Now there was little pushback.

Teixeira said the West's shift has been dramatic because of the heavy migration to the region. Another factor is the ballot initiative process, which magnifies political trends by making it easier to enact dramatic policy changes like marijuana legalization.

But he argued in an interview that what's happened to the West is not very different from what's taking place across the country. Surveys for his book last year found it only slightly more libertarian on social issues and holding similar views toward government and taxation as other parts of the country. That, he said, is bad news for Republicans ? their problem is national, not regional.

"It's not like there's something in the water in state X that's making them harder for Republicans," Teixeira said. "It's just the same series of changes that are working themselves out in all states."

Republican Leaders Have Obama Campaign Envy

CHARLOTTE, N.C. ? For all the grumbling about President Obama at this week's gathering of Republican Party leaders, there's one thing they concede he's really good at: winning elections.

So many of them are eager to adopt strategies ripped from the Democratic campaign playbook: deploying campaign operatives in battleground states year-round; building "relationships" and "trust" in Hispanic and African-American neighborhoods; using social media to bring people together face to face; and most of all, a lot of "listening" to the grassroots. (Recipients of the Obama campaign?s earnest and frequent e-mails get it.)

?Community organizing? Sign me up!" said Florida Republican Party Chairman Lenny Curry, alluding to the president?s former occupation and the underlying spirit of his grassroots campaign. ?We?re going to find ways to engage with diverse communities.?

?It?s about finding out what the people in a precinct care about, because if you know that, then they are more likely to listen to you,? said North Carolina Republican Party Chairman Robin Hayes, echoing the Obama campaign?s success at compiling an unprecedented amount of information about individual voters in order to connect with them. ?

While there?s overwhelming consensus that the Republican National Committee needs to ramp up outreach to an increasingly diverse electorate and update its technology for voter contacts, Republicans remain divided on how deep their problems go. Can they make another run at Hispanic voters simply by changing their ?tone? or by upping their investment in Spanish-language media, or does the party need to offer new policy prescriptions, like immigration reform? The RNC?s Growth and Opportunity Project, which is collecting input from rank-and-file Republicans and offering recommendations for future campaigns, is not a policymaking body. More telling will be the upcoming battle on Capitol Hill over offering legal residency to the 11 million illegal immigrants in this country, which will undoubtedly shape the GOP?s ability to court minority voters in 2014 and 2016.

Even more complicated for Republicans will be positioning themselves on issues considered anathema to their conservative base, like abortion and gay marriage, but finding increasing acceptance in the mainstream and especially among women and young voters.

?We talked a lot more about messaging than policy,? said Oklahoma Republican Party Chairman Matt Pinnell. ?It?s outreach to all of the above. We don?t need to water down our policies or back away from our principles, but it?s the way we talk about those issues.?

Ari Fleischer, a White House spokesman under former President George W. Bush and one of five leaders of the Growth and Opportunity Project, put it this way: ?Republicans talk policy and Democrats talk people. Republicans can learn from Democrats how to make those connections."

What?s unclear is whether the strategies pioneered by a history-making president can be replicated at a time when the Republican Party is casting about for leadership. ?Is it House Speaker John Boehner? Our presidential candidates in 2016? Or a bunch of people on cable TV trying to raise their profile?? asked Mississippi-based campaign strategist Henry Barbour, another Growth and Opportunity Project cochair. Then-Senate candidate Obama rose to national prominence in his speech at the 2004 Democratic convention, when he dismissed the idea of ?red? states and ?blue? states and declared ?there?s the United States of America.? He went on to remake the 2008 campaign map in his presidential run by sweeping states that hadn?t voted Democrat in decades.

?Being a blue state is not a permanent diagnosis,? said Republican National Committee Chairman Reince Priebus on Friday, taking Obama's cue. ?We must be a party concerned about every American in every neighborhood.?

Priebus also vowed to develop a ?permanent, national field infrastructure,? an operation that could cost the party millions of additional dollars. Colorado Republican Party Chairman Ryan Call said that already he is raising money to put ?regional campaign organizers? on the ground year-round, four by March and eight to 10 by the end of the year. ?We?re not waiting for the RNC to do it,? he said. ?We need to be engaging with voters all of the time, not just five months before the election.?

Sounds familiar. Shortly after the 2008 election, Obama?s team launched a permanent campaign apparatus called Organizing for America to nurture and grow the grassroots network built during the campaign. The group had limited success promoting the administration?s agenda but undoubtedly laid the early groundwork for his reelection bid. Now the organization is retooling as a tax-exempt organization outside the Democratic National Committee.

?As a party, we must recognize that we live in an era of permanent politics,? Priebus said. ?We must stop living nominee-to-nominee, campaign-to-campaign. As we saw this election, our opponent benefited from a multiyear head start.?

Priebus was overwhelmingly reelected to a second term at an uneventful meeting Friday that contrasted with the fireworks two years ago when financial problems sunk former Chairman Michael Steele?s reelection bid, despite Republican gains in the 2010 election. Priebus is widely praised for paying off the $24 million debt he inherited.

?Ordinarily you?d think we?d be throwing folks overboard, but instead we are taking a step back,? said Massachusetts GOP National Committeeman Ron Kaufman, who added that the national party and Mitt Romney's campaign together raised $1 billion. ?People credit Reince Priebus for bringing us back from the abyss.?

Kaufman was a top Romney adviser who admitted to still feeling ?depressed, actually it?s more of a funk.? What has uplifted many GOP activists after Romney?s resounding loss are their leaders back home. That 30 of the nation?s governors are Republicans was repeatedly mentioned during this week?s party gathering. So was the promise of the potential Republican field in 2016, a younger and more diverse crowd exemplified by the 41-year-old Indian-American governor of Louisiana, Bobby Jindal, who addressed the activists Thursday night.

On the Democratic side, most of the possible 2016 contenders are white men, with the notable exception of Secretary of State Hillary Rodham Clinton.

Meantime, the RNC is reviewing 24,000 responses to its online survey, talking to hundreds of activists and political pros, and scheduling "listening sessions" from Miami to Seattle. The effort is reminiscent of the Obama team's efforts to help volunteers feel invested. "It's not copying Obama," Kaufman said. "It's catching up."

Golf-Jamieson five clear in wet Durban as Oosthuizen slips up

DURBAN Jan 12 (Reuters) - Britain's Scott Jamieson capitalised on a rare bad round from 2010 British Open champion Louis Oosthuizen with a four-under-par 68 to seize a five-stroke lead in the Volvo Golf Champions on Saturday.

Second-round leader Oosthuizen's poor front nine of 40 on his way to a 74 left him in a three-way share of second at 10-under (206) with Frenchman Julien Quesne (67) and Thongchai Jaidee (73).

Triple major winner Padraig Harrington scorched back to the clubhouse in 31 over the closing nine holes and his 67 placed him joint-fifth at eight-under with Italian Francesco Molinari (68).

Jamieson, who claimed his first European Tour victory in Durban five weeks ago at the inaugural Nelson Mandela Championship, began his round in overcast conditions with a bogey at the first hole.

A birdie at the second was offset by another bogey at the par-three fourth hole but the Scot soon clicked into gear as the rain began to pour down on the par-five eighth, when a glorious iron from over 200 yards to six feet handed him an eagle.

"The eighth is definitely what got me kick started," the 29-year-old told reporters.

"I hit a great tee shot and then I was in the middle of the fairway and thought to myself that I had a good chance at birdie. I hit a great shot to five or six feet and holed it."

Jamieson later holed a chip at the par-four 11th which began a run of three consecutive birdies and although a wayward approach at the 17th cost him a shot, he recovered with a chip-and-putt birdie at the 18th to restore his five-stroke cushion.

"On 11, I was possibly looking at a bogey and managed to chip in for a birdie. So that was perhaps a little bit of a steal, but it kept up my momentum," said Jamieson.

"I didn't play as well as I did the first two days, especially yesterday from tee to green. But I managed to score well, which is the main thing. I'm delighted to be in the position I'm in."

SUNDAY SHOWDOWN

Jamieson said capturing his first win last month will stand him in good stead when he starts his final round.

"It's obviously slightly different circumstances, but I was very grateful that I got to the playoff and then won," said the world number 100, who beat Steve Webster and Eduardo de la Riva in the rain-shortened 36-hole event.

"I gained a lot of experience and had I shot one better in the morning and not gotten to experience a playoff, then I wouldn't have learned as much.

"There's still a long way to go, so I will just stick to my game plan as best I can. We'll see if I'm here tomorrow night."

Quesne, who last year won the Andalucia Open for his first title, fired a second consecutive 67 and the Frenchman feels he is right in contention despite the poor weather.

"I've played very well this week. I knew that I could have a low score on this course. It suits my game because it is tricky," Quesne told Reuters.

"I didn't feel too bad in the conditions. I like playing with the wind, so it's good for my game. I have a low trajectory, so I can control the ball well on days like today. I feel good about my chances tomorrow."

Four-times major winner Ernie Els was 10 strokes behind Jamieson after carding a one-under 71 while compatriot Retief Goosen, a double U.S. Open champion, continued his comeback from five months out with a 70 to lie on four-under (212). (Editing by Tom Pilcher)

Military alumni honored at Jacksonville high school

It is a simple monument.

A bronze pair of boots, an M-16 rifle, a combat helmet. Beside it, a plaque of names.

On Saturday the eighth such monument was dedicated at Forrest High School. Each of the Florida Fallen Heroes monuments are erected by the Timothy James Seamans Memorial Foundation. The others are at other area high schools. They all honor former students from the schools who have died while serving their country in the military.

?It?s a way of paying back,? said Dave Seamans, president of the foundation. ?Placing them at the high schools is a way of educating the students here that their education was not free. It came with a price and some of the men and women who walked these corridors ? they paid the ultimate price for freedom.?

Seamans started the foundation in honor of his son, Army Pfc. Timothy Seamans, a 20-year-old Terry Parker High School alumnus who was killed in 2005 by an improvised explosive device in Iraq.

About 100 people attended the ceremony Saturday. Many of them were family and friends of the 14 former students whose names are on the plaque.

They are Capt. Michael Scott Speicher, whose F/A-18 was shot down over Iraq during Operation Desert Storm, and Cpl. William Joshua Rechenmacher, who was killed while patrolling Iraqi streets in 2007. Also on the plaque are the names of 12 Vietnam veterans: Jerry Knight, Robert Maddock, Robert Sewell, William Alford, Walter Anslow, Gerald Campono, Kevin Frye, Michael Hughey, Billy Lawrence, Fred Paddleford, Alan Dick and Robert Rohweller.

Following the dedication ceremony, Seamans said he hopes students of the high school learn about the men who sacrificed for their freedom and become inspired.

He said even though eight such monuments have now been erected ? with more being planned ? he always experiences the same emotions at the dedications.

?My emotions run very strong,? Seamans said. ?I try to maintain myself, but most times I shed a tear. It?s OK. It?s just a reflection. I reflect on Tim, but I also reflect on the stories I hear about the names on that plaque.?

EL-ARISH, Egypt (AP) ? Egyptian security officials say suspected Islamist militants attacked a police patrol along a pipeline in the Sinai Peninsula that transports natural gas to Jordan, wounding seven policemen.

Intelligence officials say the routine police convoy of four vehicles came under fire Friday near Egypt's border with Israel in central Sinai.

The pipeline they were monitoring has come under attack more than a dozen times in the past two years.

Officials say several of the policemen, including a high ranking officer, were seriously wounded. No further details were given. The officials spoke anonymously because they were not authorized to speak to media.

Just last month, Egypt said it would boost its gas supply after complaints by Jordan over the interruption of supplies due to pipeline attacks.

NASA rules out Earth impact in 2036 for asteroid Apophis

Jan. 11, 2013 ? NASA scientists at the agency's Jet Propulsion Laboratory in Pasadena, Calif., effectively have ruled out the possibility the asteroid Apophis will impact Earth during a close flyby in 2036. The scientists used updated information obtained by NASA-supported telescopes in 2011 and 2012, as well as new data from the time leading up to Apophis' distant Earth flyby Jan. 9, 2013.

Discovered in 2004, the asteroid, which is the size of three-and-a-half football fields, gathered the immediate attention of space scientists and the media when initial calculations of its orbit indicated a 2.7 percent possibility of an Earth impact during a close flyby in 2029. Data discovered during a search of old astronomical images provided the additional information required to rule out the 2029 impact scenario, but a remote possibility of one in 2036 remained -- until Wednesday.

"With the new data provided by the Magdalena Ridge [New Mexico Institute of Mining and Technology] and the Pan-STARRS [Univ. of Hawaii] optical observatories, along with very recent data provided by the Goldstone Solar System Radar, we have effectively ruled out the possibility of an Earth impact by Apophis in 2036," said Don Yeomans, manager of NASA's Near-Earth Object Program Office at JPL. "The impact odds as they stand now are less than one in a million, which makes us comfortable saying we can effectively rule out an Earth impact in 2036. Our interest in asteroid Apophis will essentially be for its scientific interest for the foreseeable future."

The April 13, 2029, flyby of asteroid Apophis will be one for the record books. On that date, Apophis will become the closest flyby of an asteroid of its size when it comes no closer than 19, 400 miles (31,300 kilometers) above Earth's surface.

"But much sooner, a closer approach by a lesser-known asteroid is going to occur in the middle of next month when a 40-meter-sized asteroid, 2012 DA14, flies safely past Earth's surface at about 17,200 miles," said Yeomans. "With new telescopes coming online, the upgrade of existing telescopes and the continued refinement of our orbital determination process, there's never a dull moment working on near-Earth objects."

NASA detects and tracks asteroids and comets passing close to Earth using both ground and space-based telescopes. The Near-Earth Object Observations Program, commonly called "Spaceguard," discovers these objects, characterizes a subset of them and plots their orbits to determine if any could be potentially hazardous to our planet.

The Near-Earth Object Program Office at JPL manages the technical and scientific activities for NASA's Near-Earth Object Program of the Science Mission Directorate in Washington. JPL is a division of the California Institute of Technology in Pasadena.
