US no longer lists satellites as weapons

Satellites are no longer weapons, according to a change in US anti-arms trafficking law. The move gives hope to commercial spaceflight companies wanting to sell their technology on the global market rather than just within the US. However, the focus on Earth-orbiting craft means deep-space missions could still be hampered by onerous security laws.

On 3 January, President Barack Obama authorised a revision of the International Traffic in Arms Regulations law. Since 1999, ITAR listed US satellites and related technology as munitions with strict limits on exports to foreign powers ? much to the annoyance of satellite makers. They say they cannot earn what they need to stay innovative without selling advanced technology abroad.

The updated law takes Earth-orbiting satellites and technologies off the list, although the president retains veto power, and the ruling doesn't apply to some countries, including China, Iran and North Korea.

Free space

Alex Saltman of the Commercial Spaceflight Federation in Washington DC hopes the relaxation of rules will in future be extended to other space-tourism equipment such as crew capsules, which remain restricted by ITAR.

"Space technologies that in the past had primarily military uses, or which had mixed military and civilian uses, are becoming primarily commercial and therefore should be regulated as such," says Saltman. "While there is no immediate effect ? there is nothing that is allowed now that was not allowed a month ago ? we are a big step down the road toward loosening restrictions."

The new rules should also allow US students who aren't citizens to access computer data and documents from US aerospace companies, which they had been denied until now. So says Sara Seager, a planetary scientist at the Massachusetts Institute of Technology, whose students design and build small satellites called CubeSats.

But major issues remain, Seager says, such as what will happen to international collaborations on more far-ranging probes. For instance, her students are designing instruments for the OSIRIS-REx mission to an asteroid, and it's unclear how the new rules might impact her non-US students.

"Why did they focus on satellites that orbit Earth and not spacecraft that go beyond Earth?" she says. "It's not clear whether the government can fix this language before it is written up into regulations."

Guns, Debt, and Climate Change Give Obama Shot at Immortality

Gun violence, climate change, and $16 trillion in U.S. debt are major issues of life and death that give President Obama the opportunity to become a truly transformational president. Pity his legacy if Obama fails, or fails to try.

Today's headlines reflect the high risk and reward of striving: Vice President Joe Biden is meeting with the gun-rights lobby in the quest for a post-Newtown solution to American-on-American massacres; 2012 was the hottest year ever recorded in the contiguous United States; and dysfunctional Washington is no closer to a responsible budget deal that requires sacrifice from all voters, including the middle class.

These are the kind of problems that, when fixed, get presidential faces carved in granite. If he's willing to adjust his leadership habits (more on that later), Obama has a shot at immortality.

First, the political landscape is ripe for bold ideas and big change:The public is overwhelmingly discontented with the direction the country is headed, and is craving outside-the-box leadership. In times of tumult, voters are likely to forgive a president, if not reward him, for compromises made in service of solutions. And if Americans can ever again be summoned to a spirit of shared sacrifice, this would be that moment.

Second, polls show a majority of voters want Washington to address guns, debt, and the climate. True, there's no easy agreement on exactly how to solve the problems, but events of the past few weeks have at least galvanized the country behind the need for answers.

Finally, Obama has the post-partisan, pragmatic instincts (not to mention a sense of history) to pull it off. The fact that he didn't live up to his potential in a first term doesn't mean he won't in a second.

"He has a rare opportunity to make a real mark," said John Baick, professor of history at Western New England University in Springfield, Mass.

Gun control has been off-limits since the 1994 and 2000 elections, both Democratic defeats that were partly blamed on President Clinton's efforts to impose modest regulations on guns. Since then, Obama's party has grown less wary of gun control, as moderate Democrats from pro-gun states lost congressional sway. The wave of mass shootings, particularly the December slaughter at Sandy Hook Elementary School in Newtown, Conn., gives Obama the opportunity to test the public's appetite for gun legislation.

A USA Today/Gallup poll conducted after the Newtown shootings suggests that Americans overwhelmingly favor banning the sale of high-capacity ammunition clips and requiring background checks at guns shows. Most want laws governing the sale of guns to be more strict.

Banning semiautomatic guns known as assault rifles is favored by a minority of voters, just 44 percent, making it a test of Obama's ambition: The way to leave his mark on the guns issue is to support an assault-weapons ban and use the bully pulpit to shift polls in favor of it.

The White House says that Obama will unveil his guns package in his State of the Union address.

Climate change was a point of division between Obama and Republican rival Mitt Romney. The president declared climate change a global threat, acknowledged that the actions of humanity were deepening the crisis, and pledged to do something about it if elected. His case was bolstered this week when scientists concluded that last year?s 55.3 degree average demolished the previous record, set in 1998, by a full degree Fahrenheit.

The temperature differences between years are normally measured in fractions of a degree. The New York Timesstory had this chilling factoid: Nobody who is under 28 has lived through a month of global temperatures that fell below the 20th-century average.

"We see it in our own backyards and cornfields and our own rivers, streams and lakes exactly what scientists have been warning us about for years: We've got to reduce carbon emissions or it's just going to get worse," said Bob Deans, spokesman for the Natural Resource Defense Council, a relatively moderate environmental group. The council is urging Obama to use the Clean Air Act to reduce carbon emissions from power plants, which produce 40 percent of carbon pollutants.

Will Obama rise to the challenge? "We don't know," Deans said, "but we certainly hope that he will."

Asked in light of the latest grim news on temperature change what the president planned to do about it, White House press secretary Jay Carney e-mailed me: "You think I should preview the president's agenda a month before the (State of the Union) to the National Journal?"

Until that address, we're left to wonder whether Obama will change his leadership habits enough to seize a place in the pantheon.

Will he fight? Not just stand firm against extreme Republicans, but be willing to anger hard-core liberals to forge "win-win" compromises--the type of deals that give both parties a claim to victory and reward voters with results.

Will he lead? Not just delegate negotiations and task forces to Biden and others, but leverage the full force of his enormous skills and office.

It will take a rare mix of humility, hubris, and chutzpah. Pity us all if he doesn't try.

Food prices to stay high in 2013, low stocks pose risk: FAO

ROME (Reuters) - Food prices will stay at high levels in 2013 and low stocks pose the risk of sharp price increases if crops fail, the United Nations' food agency said on Thursday, after its index showed prices fell for the third month running in December.

A surge in food prices over the summer of 2012 fuelled by the worst drought in more than half a century in the United States and dry weather in other major exporters raised fears of a new food crisis such as the one seen in 2008.

But the Food and Agriculture Organisation's (FAO) Food Price Index, which measures monthly price changes for a basket of cereals, oilseeds, dairy, meat and sugar, fell for the third month in a row in December to 209, its lowest level since June, led by declines in cereals and oils prices.

Soy prices have fallen on forecasts of near-record South American production, bringing down other grains prices.

For 2012 as a whole, the index averaged 212, down 7 percent compared to 2011, but still at historically high levels.

"Prices are high and will remain high in 2013/2014," FAO senior economist Abdolreza Abbassian said in a telephone interview.

"The fact that stocks remain low and the possibility of hopefully a better economic situation in 2013/14 that should encourage consumption are issues the market will get some price support from," he said.

FAO said in December it expected world cereal stocks to be about 495 million tonnes at end-2013, down 5 percent from their opening level.

Nevertheless Abbassian said that better international coordination was helping prevent countries from using export bans, which was creating a calmer situation compared to 2008, when unexpected national controls worsened the food crisis.

Good supply prospects for corn and soybeans in the southern hemisphere would help offset tightness in the northern hemisphere, reducing the risk of supply shocks, he said.

But the situation for wheat remained more cautious, he said, due to concerns over high usage and a lack of high quality wheat in the market.

FAO's index is below a peak of 238 points hit in February 2011, when high food prices helped drive the Arab Spring uprisings in the Middle East and North Africa.

In the summer of 2012 it reached levels close to those seen in 2008 when riots, some deadly, broke out in several poor countries.

It is with no doubt that technology has become an integral part of your living. The sights and sounds of your everyday activities are remarkably enhanced due to the contributions of the different innovations and inventions. Satellite television or simply satellite TV is brought right at the very center of your living room via communication satellites situated around the planet. The feed from these satellites are received by a satellite dish and a set-top box. Viewing entertainment and information means are made possible because of this technology especially in areas around the globe that are not reached by your known cable TV providers. Take a step back and look at how this technological breakthrough came into life. It all started on that fateful year of 1962 when Telstar satellite of Europe gave North America its first satellite television signal.

Then things started to pick up. 1963 saw the launching of Syncom 2. It was considered the first geosynchronous communication satellite. Commercial satellite communication made its way through the Intelstat I on April 6, 1965. It was tagged as the Early Bird. The Soviet Union which was s technological power during this time sent the Orbita flying to the skies in 1967. This marked the beginning of satellite TV in a national network. Its technology worked on the concept of Molniya satellite which delivered TV signals towards stationed links on the ground.

The Canadian Anik 1 which took off in 1972 was recognized as the first carrier of television in North American homes. Two years later the ATS-6 became the first direct broadcast satellite. In this year the Soviet struck again by boosting a geostationary satellite that can direct-to-home television. Its name was Ekran.

After browsing the history pages let?s move forward to how things rack up in satellite television. Television signals are powered through your homes by utilizing satellites that are either highly elliptical or in geostationary orbit. These satellites are situated on top of the equator of the Earth. Transmission is made possible by uplink facilities. These facilities have antenna that carry the transmissions.

There are uplink satellite dishes that can have diameters as huge as 30 to 40 feet. The large size is necessary in order to facilitate precise aiming and stronger signal to the satellite. A certain satellite and an uplink dish are oriented face-to-face. A specific frequency range is then set and it is up to the transponders placed on the satellite to make communication possible.

The transponders function by redirecting signals back to the earth this time using a different set of frequency band. This method is called as translation. It is used in order to prevent interference with an uplink signal. The downlink that you may be familiar of is known as the path of signal received by the planet from the roaming satellite. Basically there are about 32 transponders for your typical satellite. These transponders work in bandwidths ranging from 27 to 50 megahertz.

FBI: Holmes' booby-trap used toy car, frying pan

James Holmes, the suspect in the Aurora movie theater massacre, appeared at the second day of a preliminary hearing on Tuesday.

James Holmes used a thermos, frying pan, remote-control car and volatile chemicals to booby-trap his apartment to blow up after the Aurora theater massacre, an FBI agent testified Tuesday.

On the stand for a preliminary hearing, bomb technician Garret Gumbinner described the diabolical contraptions authorities found when they went to the grad-school dropout?s Colorado apartment.

There was a trip-wire leading from the door to a thermos filled with glycerine that was perched over a frying pan filled with potassium permanganate, Gumbinner said.

On top of the fridge was a remote-controlled ?pyrotechnic? box filled with 6-inch fireworks shells. Holmes left the remote for it outside, in a trash bag with a toy car and a boom box set to start playing music in 49 minutes, the agent said.

His hope was that someone would hear the music, open the bag, decide to play with the car, fiddle with the remote and detonate the explosives, Gumbinner said.

"He said he rigged his apartment to explode or catch fire in order to divert police resources to his apartment,? Gumbinner said, recounting his interview with Holmes.

In all, there were more than a dozen explosive devices in his apartment loaded with napalm, smokeless powder and live ammunition. Carpets were soaked with oil and gasoline, presumably to fuel any blast.

His computer was set to play loud music at a designated time. He was hoping ?someone would call the police and that the police would respond to his apartment,? Gumbinner said.

Instead, when Holmes was arrested outside the theater, he quickly told police about the trap he set and the bomb squad sent in a robot to investigate.

Between May and July, had Holmes purchased four guns ? two handguns, a shotgun and a rifle ? and 6,200 rounds of ammunition, an agent from the Bureau of Alcohol, Tobacco and Firearms testified.

A defense lawyer asked the agent if there is any process in place to prevent a ?severely mentally ill person? from buying guns and ammo ? another sign that Holmes may eventually plead not guilty by reason of insanity.

The details were revealed during the second day of a hearing that will determine if there is enough evidence to try Holmes for the July 20 massacre at a midnight screening of the Batman movie ?The Dark Knight Rises.?

Victims? families were emotional as they heard two 911 calls from the theater as the chaos unfolded ? including one in which 33 shots could be heard in 27 seconds.

The second was a 4-minute call by a 13-year-old cousin of Veronica Moser-Sullivan, the 6-year-old girl killed during the rampage.

?Who?s been shot?? the dispatcher asked.

?My two cousins,? the teen said, referring to Veronica and her mother, Ashley Moser, who survived but is paralyzed. ?On the floor?not breathing.?

The 911 operator tried to talk her through CPR, but it was too loud in the theater for her to follow.

?Help me!? she shouted a few times.

As the recording was played, Veronica?s father, Ian Sullivan, wept with his eyes closed.

On Monday, police revealed that Holmes bought his ticket to the opening-night show 12 days before he showed up in body armor with rifles and tear-gas canisters.

Officers also testified about the carnage they found after the attack and their desperate efforts to save victims.

"I didn't want anyone else to die," Officer Justin Grizzle said of the four trips he made to the hospital, which left his patrol car awash in blood.

Officers also testified about Holmes' bizarre demeanor when they grabbed him next to a car in the theater parking lot.

?He seemed very detached from it all,? Officer Jason Oviatt of the Aurora, Colo., Police Department said.?

?Very, very relaxed.?

More than 100 victims' relatives and survivors packed the courtroom and overflow rooms in Centennial, Colo., where a hearing was held Monday to hear details of the case against accused Aurora shooter James Holmes. NBC's Mike Taibbi reports.

There is no standardized screening process for the detection of ovarian cancer. However, if your doctor suspects, after reviewing any symptoms you have, that you may have ovarian cancer, he will suggest that you take one or more of the following diagnostic procedures:

A pelvic examination. in this procedure, your doctor examines your vagina, uterus, rectum and pelvis, including your ovaries, for masses or growths. If you?ve had your uterus removed (hysterectomy) but still have your ovaries, continue getting regular pelvic exams.

An ultrasound. Ultrasound uses high-frequency sound waves to produce images of the inside of the body. Pelvic ultrasound provides a safe, noninvasive way to evaluate the size, shape and configuration of the ovaries.

Ultrasound can?t reliably differentiate a cancerous growth from one that?s not cancerous. Ultrasound can also detect fluid in your abdominal cavity, a possible sign of ovarian cancer. Because this develops in many conditions other than ovarian cancer, however, its presence necessitates more testing.

A CA 125 blood test. CA 125 is a protein made by your body in response to many different conditions. Many women with ovarian cancer have abnormally high levels of CA 125 in their blood. However, a number of noncancerous conditions also cause elevated CA 125 levels, and many women with early-stage ovarian cancer have normal CA 125 levels. Due to this lack of specifics, this test is not a regular procedure for average risk women.

There are other tests you may take including, computerized tomography (CT) and magnetic resonance imaging (MRI), which both provide detailed, cross-sectional images of the inside of your body. Your doctor also may order a chest X-ray to determine if cancer has spread to the lungs or to the pleural space surrounding the lungs, where fluid can accumulate.
